Read straightforwardly as poetic description of Jehovah's majesty over creation. JWs have no difficulty with the imagery and would not connect it to Christology; cloud-riding is simply a picture of God's transcendence and power over the natural world.
Cloud-riding is not decorative in the Hebrew Bible. It is a recurring marker of divine arrival, and it belongs to one figure. Here Jehovah makes the clouds his chariot. has Jehovah riding on a swift cloud into Egypt. says the clouds are the dust of his feet. has him riding the heavens to help his people. Across the Hebrew Scriptures, no creature ever comes on the clouds — not an angel, not a prophet, not a king. Then : with the clouds of the heavens, someone like a son of man was coming. And Jesus, under oath before the high priest, says the Sanhedrin will see the Son of Man coming on the clouds of heaven — at which the high priest tears his robes. This is a good verse to lay a foundation with early, before Daniel 7 comes up at all. Establish who rides the clouds first, and the later conversation does its own work. Compare , , .
