Isaiah 19:11This is the burden against Egypt: Behold, the LORD rides on a swift cloud; He is coming to Egypt. The idols of Egypt will tremble before Him, and the hearts of the Egyptians will melt within them.
Understood as a judgment oracle against Egypt — Jehovah coming in power against the nation's false gods. The cloud imagery is read as poetic, and the verse is not connected in Watchtower teaching to any question about the Son of Man.
What makes this verse useful is that the cloud-riding here is explicitly an arrival in judgment. Jehovah rides a swift cloud into Egypt, and the idols tremble at his coming. It is not a general image of majesty; it is God showing up somewhere to act. Put it next to and and the pattern is settled: when someone comes on the clouds in the Hebrew Bible, that someone is Jehovah, and he is coming to judge. Then has a figure like a son of man arriving that way, and Jesus applies the picture to himself before the Sanhedrin. quotes Daniel's line and attaches it to Jesus: "Look!
