JW Usage

JWs acknowledge Paul's statement that he "did not hold back from telling you all the counsel of God" (, NWT) but do not apply it as a critique of the organisation's own information practices. The confidential elder manual, the gradual disclosure of distinctive doctrines to new Bible students, and the "theocratic warfare" principle (withholding truth from those deemed not entitled to it) all operate alongside this verse without tension in Watchtower teaching.

Protestant Usage

Paul told the Ephesian elders he "did not hold back from telling you all the counsel of God" (). His ministry was characterised by full, public disclosure — the opposite of staged information release. In the same address Paul warns of "savage wolves" who will arise from within (v. 29) — and his remedy is not an institutional successor body but "God and the word of his undeserved kindness" (v. 32). Paul commits the elders to Scripture and to God, not to a continuing council. The contrast with the Watchtower is structural: Paul disclosed everything; the Watchtower reserves its judicial procedures in a manual members cannot read. Paul entrusted leaders to Scripture; the Watchtower insists Scripture cannot be understood without its publications. A system that withholds information from those it judges cannot claim Paul's transparency as its model.
