# Shepherd the Flock of God --- The Secret Elders' Manual

## Doorstep Question

> "The Watchtower said in 1997, 'True religion in no way practices secretiveness.' Did you know your organisation has a confidential manual called 'Shepherd the Flock of God' that contains all the rules for judicial committees and disfellowshipping --- and you're not allowed to read it?"

## JW Claim

Elders receive training materials to help them shepherd the congregation
lovingly. Every organisation has internal procedures for its leaders.
The manual simply helps elders apply Bible principles and is not adding
new rules.

## Strategy

Start by reading the Watchtower's own 1997 statement: 'True religion in no way practices secretiveness.' Ask the JW if they agree. Then introduce the manual gently --- 'Did you know there is a book called Shepherd the Flock of God that contains the rules governing judicial committees, disfellowshipping, and shunning? Have you ever been allowed to read it?' Read 2 Corinthians 4:2 from the NWT: Paul 'renounced the shameful, underhanded things' and operated 'by making the truth manifest.' Then read John 18:20 from the NWT: Jesus said, 'I said nothing in secret.' Ask: 'If Jesus did not operate in secret, why does the Governing Body?' Finally, make it personal: 'If you ever faced a judicial committee, you would be judged by rules you have never been allowed to read. Do you think that is fair?' The due-process angle resonates universally --- no one thinks it is just to be judged by hidden rules.

## Key Insight

Jehovah's Witnesses are governed by a confidential manual they are forbidden to read, yet they can be disfellowshipped and shunned based on its procedures. This contradicts Jesus's public ministry (John 18:20), Paul's renunciation of secrecy (2 Corinthians 4:2), and the Watchtower's own published principle that 'true religion in no way practices secretiveness.'

## JW Responses & Counters

### Response 1

**JW says:** "Every organisation has internal procedures for leadership."

**Counter:** True --- but most organisations do not claim to be God's sole channel of truth on earth, and most do not impose total social exile based on those procedures. When the consequence is losing your family, friends, and entire social world through disfellowshipping and shunning, the standard for transparency should be higher, not lower. Companies and governments operate within legal frameworks with external accountability; the Watchtower's judicial system has none.

### Response 2

**JW says:** "The manual just helps elders apply Bible principles --- it is not adding rules."

**Counter:** If it simply restates what the Bible already says, there is nothing to hide. The fact that it is confidential suggests it contains instructions that go beyond Scripture --- organisational procedures, specific standards, and judgment criteria that members might question if they could see them. Acts 20:27 in the NWT: Paul declared 'all the counsel of God' publicly. He withheld nothing that was profitable (Acts 20:20).

### Response 3

**JW says:** "Elders are loving shepherds trained to help."

**Counter:** Many elders are genuinely caring people. The issue is not individual character but the system they operate within. A system where the accused cannot see the rules, cannot bring an advocate, cannot record proceedings, and faces total social exclusion is not shepherding --- it is a court without due process. 1 Peter 5:2-3 in the NWT says elders should be 'examples to the flock,' not lords over the flock wielding a secret handbook.

### Response 4

**JW says:** "The manual was leaked by apostates who want to harm the organisation."

**Counter:** The question is not how it became public but what it contains. If the contents are appropriate and biblical, publication should vindicate the organisation. If the contents are embarrassing, that says something about the contents, not about the people who revealed them. Luke 12:2 in the NWT: 'There is nothing carefully concealed that will not be revealed, and nothing secret that will not become known.'

### Response 5

**JW says:** "Congregation matters should be handled discreetly --- we respect privacy."

**Counter:** There is a difference between respecting the privacy of individuals involved in a pastoral matter and systematically hiding the rulebook itself from the people governed by it. No one is asking to publicise individuals' private sins --- the request is simply that the rules be transparent. A judge's discretion in applying the law does not require the law to be secret.

## What to Avoid

Do not come across as conspiratorial. Introduce the manual's existence gently and with compassion. If the JW has never heard of it, let the questions do the work rather than making accusations. This argument targets organisational credibility, not core JW theology --- keep the focus on transparency and fairness.

## Homework

Find the 1997 Watchtower statement 'True religion in no way practices secretiveness' and read it in its context yourself before you quote it. Read 2 Corinthians 4:1-2, John 18:19-21 and Acts 20:20, 27 in the NWT so you can quote Paul and Jesus accurately. Practise the due-process question aloud, that your friend could be judged by rules they have never been allowed to read, until it sounds like concern rather than accusation. Many Witnesses have never heard of the manual, so rehearse letting questions do the work. Expect the reply that apostates leaked it, and prepare to turn gently back to what it contains, with Luke 12:2.
